Yes, you can create templates in the iOS version of Notate. Simply tap on the templates smart notebook, and create a new note there. Once you’ve created the template you can tap on the arrow next to the + button and you will be able to create new notes based on your template.
You can also take existing notes and move them to the template notebook, and create templates this way. To move a note, swipe to the left on the note while in the note list, and select the notebook icon.
You can “Open In” a PDF file into Notate now as well. In this fashion, you could even have a template note based on a PDF file that you have to frequently fill out.
